Nature-based solutions (NBS) have gained traction globally as a way to address, or partially address, vexing urban issues such as urban heat, pollution and flooding. Despite limitations, NBS have become increasingly integrated into policies and strategies and reflected as part of an urban toolkit of interventions. NBS, as defined by the IUCN (2016) are “actions to protect, sustainably manage and restore natural or modified ecosystems, which address societal challenges (e.g. climate change, food and water security) effectively and adaptively, while simultaneously providing human well-being and biodiversity benefits.” (p.xii). While NBS have started to reflect in practice, there is confusion about the definition of NBS and its usefulness in the urban context.

This webinar addresses the issue of variable interpretations of NBS and presents the latest thinking on the interpretation of NBS. In addition, our interest is also in whether and how this concept and practice is finding application in African cities. The webinar will showcase some of the NBS tools and actual examples of NBS implementation that have been developed in a selection of African cities. Our invited speakers and panellists will discuss the application of NBS and related tools within an African context and some of the challenges that have been experienced along the way.

Cape Town is the oldest and second largest city in South Africa, after Johannesburg, and also the seat of the Parliament of South Africa.
Colloquially named the Mother City, it is the largest city of the Western Cape province and forms part of the City of Cape Town metropolitan municipality. The Parliament of South Africa is situated in Cape Town. The other two capitals are located in Gauteng (in Pretoria, the executive capital, where the Presidency is based) and in the Free State (in Bloemfontein, the judicial capital, where the Supreme Court of Appeal is located). The city is known for its harbour, for its natural setting in the Cape Floristic Region, and for landmarks such as Table Mountain and Cape Point. Cape Town is home to 66% of the Western Cape's population. The city was named the World Design Capital for 2014 by the International Council of Societies of Industrial Design.

In 2014, Cape Town was named the best place in the world to visit by both The New York Times and The Daily Telegraph. Cape Town has also been a host city for both the 1995 Rugby World Cup and 2010 FIFA World Cup, and annually hosts the Africa leg of the World Rugby 7s. It will also be host to the 2023 Netball World Cup.

Located on the shore of Table Bay, Cape Town, as the oldest urban area in the Western Cape, it was developed by the Dutch East India Company (VOC) as a supply station for Dutch ships sailing to East Africa, India, and the Far East. Jan van Riebeeck's arrival on 6 April 1652 established the VOC Cape Colony, the first permanent European settlement in South Africa. Cape Town outgrew its original purpose as the first European outpost at the Castle of Good Hope, becoming the economic and cultural hub of the Cape Colony. Until the Witwatersrand Gold Rush and the development of Johannesburg, Cape Town was the largest city in South Africa.

Food security and urban systems governance are not widely acknowledged as falling within local government mandates in African cities. However, urban policies and planning profoundly shape urban food systems and the urban conditions that drive food insecurity and malnutrition. The state’s engagement with the food system is informed by historical policy and planning legacies overlaid with decontextualized imported ideals from the global north. This lecture presents findings from research conducted in South Africa, Kenya, Zambia and Zimbabwe to frame the impacts of existing planning on food security, but also the potential for more food sensitive planning to emerge.

Biography
Jane Battersby is a senior researcher at the African Centre for Cities at the University of Cape Town. Her current areas of particular interest are urban food systems, urban food policies and the construction of food security theory in Northern and Southern research contexts. This work has both theoretical and applied components, and explicitly seeks to work across a range of spatial and governance scales.

She has been the Cape Town Partner of the African Food Security Urban Network (AFSUN) since 2008. She was the Research Coordinator of the recently completed ESRC/DFID-funded Consuming Urban Poverty Project, is associated with the Hungry Cities Programme, and is the PI of the IDRC-funded Nourishing Spaces project.

Jane is the Premio Daniel Carasso 2017 laureate. She is actively engaged in international, national, provincial and local government policy process, having acted in an advisory or consultative position at these levels, and currently a member of the South African Vulnerability Assessment Committee (SAVAC). Jane serves on the advisory boards of several international research projects and a member of the Independent Expert Group of the Global Nutrition Report.

Jane holds a PhD from Oxford University, a Masters from the University of Newcastle-upon-Tyne and a BSc(Hons) from Kings College, London.
